Specific Procurement Notice Request for Bids (One-Envelope Bidding Process) Employer: Bhutan Food and Drug Authority (BFDA), Ministry of Health (MoH) Project: Accelerate Bhutan’s Job Transformation through Renewable Natural Resource Value Chains (P506825) Contract title: Construction of S+G+3+J Storied Sanitary and Phytosanitary Service (SPS) Building Centre at Phuentsholing Site: Phuntsholing, Chhukha Country: Bhutan Grant No.: IDA-E4690 RFB No: MoAL/DoL/WRKS2 Issued on: October 7, 2026 The Royal Government of Bhutan intends to apply for financing from the World Bank toward the cost of Accelerate Bhutan’s Job Transformation through Renewable Natural Resource Value Chains (P506825) to be implemented by BFDA, MoH, and intends to apply part of the proceeds toward payments under the contract for Construction of S+G+3+J Storied Sanitary and Phytosanitary Service (SPS) Building Centre. The Accelerate Bhutan’s Job Transformation through Renewable Natural Resource Value Chains to be implemented by BFDA, MoENR now invites sealed Bids from registered W3 medium national contractor as registered with Bhutan Construction and Transport Authority for the construction of S+G+3+J Storied Sanitary and Phytosanitary (SPS) Building Centre at Phuentsholing. Bidders may Bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Bidding will be conducted through Request for Bids (RFB) following National market approach as specified in the World Bank’s “ Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from the address mentioned below and inspect the bidding document during office hours from 0900 to 1700 hours at the address given below. The bidding document in English may be downloaded from MoAL website ( www.moal.gov.bt ) by interested eligible Bidders. Bids must be delivered to the address below on or before November 4, 2026 at 13:00 Hours. Electronic bidding will not be permitted. Late Bids will be rejected. The envelope shall have both technical and financial bids. The bids shall be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on November 4, 2026 at 14:30 Hours.
