Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) November 4, 2026 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the North Kansas OPC 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the North Kansas Outpatient Clinic (OPC). This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of 38-months. This project proposes to lease an approximately 102,736 NUSF replacement and expanded Outpatient Clinic in the vicinity of Kansas City, MO, including 700 parking spaces. The new facility allows for decompression of the Kansas City VAMC. The lease would allow VA to enhance outpatient services by closing space gaps identified in the SCIP process. The new lease would expand the current Primary Care space, allowing for the full implementation of the PACT model of care delivery, improving operational efficiencies and the Veteran experience. The newly leased right-sized, state-of-the-art, energy-efficient health care facility would provide Primary Care, Mental Health, Specialty Care, Outpatient Surgery and Ancillary services to Veterans in the Kansas City area. The scope includes project support for planning, activating, outfitting, and transitioning the staff and Veterans/patients associated with the project. The scope of services includes Comprehensive Project Management, Comprehensive Interior Design, FF&E, and Space Planning Support; CONOPS and Transitioning Planning; Acquisition Support Services to include package development, Activation, Delivery, Relocation and Installation, Training, and Turnover and Post Occupancy Support for the identified project. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 19 November 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 18 December 2026. Solicitation initial posting date and the closing date are subject to change as necessary. Any questions for this Pre-solicitation notice should be sent via e-mail to both Katherine.Johnson6@va.gov and Kathleen.Klotzbach@va.gov. No telephone requests/questions will be accepted. This Pre-Solicitation notice does not constitute a request for proposals. P.O.C: Katherine.Johnson6@va.gov, Contract Specialist and Kathleen.Klotzbach@va.gov, Contracting Officer
