REQUEST FOR EXPRESSIONS OF INTEREST Republic of Tajikistan Technical Assistance for Financing Framework for Rogun Hydropower Project Project ID: P178819 Consulting services: Gender Specialist Project Background The Government of the Republic of Tajikistan has received financing from the World Bank in the amount of US$15,000,000 toward the cost of the Technical Assistance (TA) for Financing Framework for the Rogun Hydropower Project This project is jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million). The Technical Assistance for Financing Framework for Rogun Hydropower Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun Hydropower Plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project. Main objectives of the assignment The Consultant will be responsible for coordinating and overseeing implementation of the Rogun HPP GAP, including direct provision of specific elements of the GAP outlined below. In his/her activity the Consultant will be guided by this Terms of Reference, the WB ESF, E&S standards and current legislation of the Republic of Tajikistan. The Terms of Reference for the assignment can be found at the following link: https://docs.google.com/document/d/1DVOzKZfJy8rzXCcCSttgpXL4ORf0AyCK/edit?usp=sharing&ouid=106350143139932323844&rtpof=true&sd=true Qualification requirements: University degree in social sciences (or other relevant sciences) and at least 5 years of experience in the field of gender programs, experience of working on energy sector programs will be a plus, including GBV; Experience in or working with human resources (HR) management, organizational development, or HR policy design, preferably in the energy sector or large infrastructure projects; demonstrated ability to engage with HR departments to embed gender-inclusive recruitment, promotion and retention practices. Experience working with projects funded by international organizations (World Bank, Asian Development Bank, EU, USAID, UNDP, or other international or bilateral donors); Excellent communication skills in Tajik and Russian - oral and written; knowledge of English will be an asset; An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”).
