What the buyer is asking for

THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL OR AN INVITATION FOR A BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS TO RECAPITALIZE THE NAVY HIGH VOLTAGE 230KV TRANSMISSION LOOP AND ALL ANCILLARY EQUIPMENT AND GEAR AT NAVAL SUBMARINE BASE KINGS BAY, GEORGIA. THE WORK MUST COMPLY WITH ALL APPLICABLE NAVAL AND UTILITY PROVIDER PHYSICAL AND CYBERSECURITY REQUIREMENTS. IT REQUIRES SEAMLESS COORDINATION AND A SINGLE POINT OF ACCOUNTABILITY FOR EXECUTION WITHOUT UNNECESSARY SERVICE DISRUPTIONS OR DELAYS. NO SOLICITATION OR SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. The purpose of this notice is to gain knowledge of qualified and interested participants in any of the following categories. These include large business, small business, 8(a) business development participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, veteran-owned small business concerns, and women-owned small business concerns. Potential sources should have current relevant qualifications, experience, security-cleared personnel, security approvals, equipment, financial capability, and cybersecurity certifications relative to the project. The project entails utility infrastructure upgrades and connection facilities for the Navy-owned and operated 230kV electrical power transmission loop that services NSB Kings Bay, Georgia. The recapitalized infrastructure must be capable of safely and reliably interconnecting with the regional 230kV transmission grid. Prior experience in coordinating high-voltage interconnections with a regulated utility provider is an essential requirement. Capabilities including live-line interconnection work, secure supply chain management, and cybersecurity expertise (e.g., NERC CIP, DoD UFC 4-010-06 for Industrial Control Systems) are considered essential for the timely and cost-effective completion of the project without coordination delays or interoperability concerns. The Government contemplates an acquisition to accomplish the wholesale recapitalization and cybersecurity hardening of the Navy-owned high-voltage transmission line and associated gear at NSB Kings Bay, Georgia. The modernized on-base grid will remain solely under the operational control of the U.S. Navy and is intended to service only the installation. The system must be designed to safely coordinate with the regional transmission utility for grid stability and reliability at the point of interconnection. Work will include relocation of the high power loop and crossing tower across the North River to a geotechnically stable site. It includes replacement of conductors along the primary transmission corridor. The new installation must meet all required Department of Defense and industry cybersecurity standards. This includes the wholesale modernization of substation digital protective relays with utility-grade devices and the implementation of a secure, encrypted Supervisory Control and Data Acquisition (SCADA) system. The Government’s SCADA system must be capable of providing necessary operational coordination and data exchange with the utility provider’s dispatch center via a secure communications gateway. The contractor will replace closed circuit television metering transformers with fault monitoring capability. The work requires replacement of porcelain insulators, high-voltage bushings, surge arrestors, and ground-grid bonding systems ensuring compatibility with incoming power feed loads and feeds. The contractor must remove manual or gang-operated air disconnect switches at the entry bays of Substations 1 through 3. The project includes installation of smart supervisory-controlled Motor-Operated Disconnects and vacuum or SF6 circuit breakers equipped with high-speed differential bus and transformer protection schemes. It also requires wholesale modernization of substation digital protective relays utility-grade devices with full coordination between the encrypted…
