What the buyer is asking for

The Housing Agency is facilitating this procurement process on behalf of the Waterford City and County Council as the Lead Authority for the Southeast region on behalf of Wexford County Council, Kilkenny County Council, Tipperary County Council, Carlow County Council and the HSE to establish a Panel for Tenancy Supports, Property Sourcing, Intake/Referral, Health Supports and related Services for the Housing First Programme in the Southeast Region. The Competition to establish the Panel is being conducted in accordance with Part 3, Chapter 1 of the European Union (Award of Public Authority Contracts) Regulations 2016 applicable to social and other specific services. Accordingly, the Competition is subject to the light-touch procurement regime applicable to such services. This regime will also apply to the award of contracts under the Panel. An initial contract or contracts will be awarded following establishment of the Panel, with provision for negotiation as part of the award process. The initial deadline for receipt of Applications as per the Panel Invitation will apply to facilitate the processing of applications for Panel membership, ranking of successful applications and the award of the initial contracts. The procedure adopted reflects the flexibility available in respect of social and other specific services under Title III of Directive 2014/24/EU and Part 3, Chapter 1 of the Regulations. The same principles will apply, as appropriate, to the award of further contracts under the Panel. For further information see the Panel Invitation.
